Washington, Dec. Justice department, mobilizing for a war on crime, today undertook to formulate a draft upon Congress for more money and new laws. Backed by pledges of public support given at the crime conference, law enforcement officials checked personnel and equipment and estimated funds need to expand and improve the division of investigation. Into the study obtruded plans for a national school to train criminal trackers and to register gun purchasers and gangsters. Officials arrived at no definite estimate of the money needed, but indicated that the division of investigation, under J.

Edgar Hoover, probably would be the nucleus of the institute of criminology which some officials hope will become "West Point" of crime training. Joseph B. Keenan, assistant attorney general and a key-man in the national offensive against lawbreakers, proposed rigid control of small firearms by registering buyers at stores where the weapons are purchased. He predicted such legislation would be submitted to Congress. Keenan said this would reduce crime by at least one-third and would result "in the greatest roundup of gangsters in history." Another proposal being considered require known gangsters to register with police authorities when move from one city to another.

Car Damaged by Hit -Run Driver Mrs. Walter Stevens reported to authorities Friday night that an unidentified car crashed into the rear of her machine while it was parked in front of her residence, 503 East Front street. The back of the Stevens automobile was badly damaged. The other car, however, apparently was able to move away from the scene under its own power. Officers are making a check of garages in the hope that the driver of the vehicle may be revealed.

Breach of Promise Suit for $250,000 San Francisco, Dec. -A $250,000 breach of promise suit was filed here today against Henry Lincoln, 66, San Francisco and Los Angeles capitalist, by Miss Betty J. O'Brien of Bellflower, near Los Angeles. The action, filed in superior court, stated that Lincoln wooed Miss O'Brien SO successfully she left Denver, where she had gone to marry another suitor, and returned to San Francisco to marry Lincoln. Adolf Hitler's life was imperiled tonight when his special train, enroute from Bremen to Berlin, roared into an autobus near here, killed 13 persons.

MERCER PASSES AT SPOKANE Missoula Boy Dies From Injuries in Automobile Accident of Nov. 27. Donald George Mercer, 14-year old son of Mr. and Mrs. R.

D. (Doc) Mercer, 215 East Railroad street, Missoula, died at a Spokane hospital Friday morning from injuries suffered in an automobile accident west of here on the night of November 27. The youth was Missoula hospital Tuesday to frorain specialist at Spokane, The accident through which the lost his life occurred near Schley, between Evaro and Arlee, when a truck driven by a cousin, Roy Mercer, son of Mr. and Mrs. William Mercer of Evaro, struck an abandoned car on the highway.

The battery in the latter car had gone dead and the owner left the machine help. In a snowstorm, the Mercer without lights while he went for en ion boys struck the machine while returning from a ranch with several cans of milk. Donald suffered fractures of the skull in the crash and was brought to a local hospital. This week it was decided to take him to a specialist in Spokane, First reports were encouraging. However, Frireceived, day morning advised of the boy's grave condition.

He had been accompanied to Spokane by the mother. Friday Mr. Mercer and three daughters departed for Spokane, after receiving word of a change for the worse. They arrived in Spokane after he died. The body will be brought to Missoula for burial.

Donald was a native of Missoula. Besides his parents he is survived by three sisters. They are Mrs. Helen Sorge, Mrs. Sybel Sparks and Miss Bessie Mercer.

Seattle Salesman Dies in Missoula Curtis Garrett, aged 50 years, died at a local hospital late Thursday. He was a resident of Seattle and covered the Montana territory as a salesman. He is survived a daughter in Tacoma and his widow, Mrs. Octavia Garrett, who arrived Friday. She will accompany the body to Seattle today for burial.

The body is at the Marsh Powell chapel. GUY NEWHOUSE. Funeral services for Guy Newhouse will take place at 2 o'clock this afternoon at the Marsh Powell chapel. Rev. M.

E. Van de Mark, pastor of the Methodist Episcopal church, will conduct the services. Burial will be in Missoula cemetery. Mr. Newhouse, aged 70 years, was found dead Thursday in his cabin in the Lolo district.

ABDUCTOR FOUND DEAD IN A FIELD Yakima, Dec. 14. (AP) Word reached here today from Sunnyside. 30 miles south of here, that Martin Hogan, abductor of Clarence D. Farrell, Ellensburg theater man, was found dead in a field, with a bullet hole in his head.

police dug on a lonely hillside for parts of the body of little Grace Budd, a 65-year-old house painter, attempted today to describe the emotions that led him to dismember her body. Mild-mannered and inoffensivelooking, Albert Howard Fish, the abductor who eluded police for six years, said simply: "Something overcame me." That was the only explanation he offered, although police, reconstructing the crime, disclosed that he gained the confidence the 10- year-old child's parents June, "in 1928, and lured her to a "birthday party." Is Arraigned. The little old man-who, said, had a strange penchant for eroticism- was arraigned in homicide court and held without bail on the charge of "homicide and strangulation" of Grace Budd. Actually, he cut the child into parts after taking her from her New York home to a deserted Westchester house. A curious coincidence in the case was disclosed. While police tirelessly searched for the child's abductor he was six times in their custody.
